I have a building of 2 years, a room with concrete walls that is built on a hill and I think the moisture is coming through the concrete and react with the interior walls. I had a mold specialist come and check the moisture, but it has not found a ton of it, but the room still smells like a chemical or paint or something and it is virtually uninhabitable. The contractor said he put a sealer on concrete and there is an air pocket. The air lock should be broken so that moisture can evaporate? There are a lot of irrigation on the hill the building is built in a shower and a hand and a fountain on the other. I played this piece in time much, but the smell never goes away and I fear that the walls are the accumulation of moisture inside ...

To solve your problem, you must consider all sources, moisture does not create a smell of fresh paint.
You have a chemical reaction or bubbling of some sort going on. Consult the manufacturer for the type of cement or epoxy or other materials were used to reach the concrete if its blocks and consult your contractor if the sealant is dry, perhaps you can paint over it with a latex paint with low VOC, if it thinks its OK
