Concrete Primer

I need to take place in real time. Can I use my regular kilts base coat or can I get a primer for concrete and concrete use the painting?

You can use Kilzer (2 layers) as a primer and paint the concrete ... ... There are several different types of paint so that you'll need to research that might be best for your work.
If this is old concrete ... .. something you might consider is an acid wash (mixture of water and hydrochloric acid) on the concrete before Prime ... ... I know it looks a bit more work than you expected ... but the grip is essential, and the acid wash ... .. well ... .. it's like exfoliating face ... of your concrete.

You are better served by using coatings designed for this purpose. They adhere better and last longer. Surface treatment, as indicated in the documentation associated with concrete pavements is also very important if you want the product to last.
